Design Consulting Engineers (DCE) is pleased to submit this statement of qualifications to provide Environmental, Geo-Technical, Construction Management, Special Inspection & Testing Services, and CCTV Inspection Services to the O’Hare and Midway Aviation projects.

Design Consulting Engineers is a multi-disciplined, international consulting firm with credentials in design and construction of transportation and facilities projects. We offer total consulting services for planning and environmental studies, detailed design and specifications, construction engineering, Inspection and Testing services, operation and maintenance assistance, institutional strengthening and rate studies.

Design Consulting Engineers is a Disadvantaged Business Enterprise (DBE) and Minority Business Enterprise (MBE) Certified firm. DCE has fully equipped material testing laboratory and the laboratory is certified by the AASHTO / AMRL, and ASTM / CCRL.

Design Consulting Engineers (DCE) was selected by American Airlines/F.H. Paschen to provide construction phase inspection and testing services on the American Airlines Stinger Project. Using a modified integrated project delivery format, American Airline is constructing a new concourse capable of handling five regional aircraft, with a pedestrian bridge which will tie into the existing Terminal 3. The new facility will include hold rooms, concession areas, restrooms, airline support spaces, mechanical spaces, and circulation areas.

ACTIVITIES OF THIS PROJECT:
  • Coordination with O’Hare security department for ID badge.
  • Caisson foundation and soil inspection.
  • Proof Roll inspection for roadways, parking lot, and building pad area.
  • Inspection and testing of soil, foundation, subgrade base and backfill materials.
  • Inspection and testing of massive taxiway and slab on grade concrete.
  • Review, inspection, and testing of structural steel at field.
  • Review, inspection, and testing of concrete and asphalt paving.
  • Quality control plan monitoring.
  • Fireproofing Inspection and Testing.

DETAILED NARRATIVE DESCRIPTION OF PROJECT & SERVICES PROVIDED:

Design Consulting Engineers (DCE) was selected by United Airlines/Bovis Lend Lease to provide construction, management, inspection and testing services on the United Airlines Cargo Relocation Project. The project is a part of the City of Chicago O’Hare Modernization Program. The total cargo area is 288,000sqft with 500,000sqft of parking pavement and loading dock area. The cargo building structures are pre-cast exterior panel with structural steel frame and roofing. This building is designed to comply with the City of Chicago’s green roof criteria. The total construction budget for this project is approximately $80 Million. The project work consists of compliance with OMP’s master specifications, as well as United Airlines project specifications. DCE’s involvement on this project was to provide design review, construction supervision of structural steel, material testing, inspection, and documentation.

Design Consulting Engineers (DCE) was selected as a sub consultant by Jones Lang LaSalle to provide Construction Management, Inspection and Testing services on the United Airlines “Blue Sky” Data Center Project. A single story structure off 193,000 square feet area, built to accommodate and handle worldwide data transmission of United Airlines operations. A state of the art project with high tech features and innovative construction technology and design. The building was designed to withstand 200 mph wind storms and anticipation of huge energy development during data transmission. 5′ of coarse aggregate backfill placement, inspection and testing of heat conduction properties, construction of large Kyoto fan foundations were some of the special inspection and testing features.

OMP/Mactec Engineering & Consultants to provide Phase-I Engineering Services including Geotechnical Engineering Services to all Mactec team members designing different components of the Creek Relocation Project.

MIDWAY AIRPORT – NEW AIR TRAFFIC CONTROL TOWER

Design Consulting Engineers (DCE) was selected by the united States Department of Transportation Federal Aviation Administration (USDOTFAA) to perform foundation design, analysis, construction supervision, and instpections during the construction of the 120 feet new air traffic control tower and base building at Chicago’s Midway Airport.

DCE performed the pile foundation design and analysis, determination of pile driving criteria using wave equation analysis, computer program. DCE performed inspections of pile driving, structural steel works, precast and cast-in-place concrete works to assure all metarials would pass wuality control and quality assurance (QA/QC) programs. DCE was responsible for construction supervision and documentation, then preparing the proper construction inspection reports for submission to the united States Department of Transportation Fedaral Aviation Administration (USDOTFAA). DCE also cheked and reported the geotechnical and environmental contamination investigations analysis and remedial action recommendations to the illinois Environmental protection Agency (IEPA).

O’HARE AIRPORT – NEW INTERNATION TERMINAL, RUNWAY/TAXIWAY

Chicago’s O’Hare International Airport added an international terminal and runway / taxiway, known as International Terminal Five, to fulfill the intense traffic requirements of the world’s busiest airport. This terminal was designed strictly for international traffic with many unique features.

Design Consulting Engineers (DCE), in a joint venture with four architectural and engineering firms, provided services for this great project as follows: preparation of architectural plans, specifications and cost estimates for the terminal five building, composite runway / taxiway structure, plate-girder bridge for O’Hare Automatic Guided Train (AGT) System, tunnels and storm sewers, retaining wall, control and fiber optic communication systems and video security systems. The construction costs for the entire project was close to one billion US dollars and required work to be performed in the night hours, as well as the day, over a period of three years. DCE’s structural engineers were involved with review of design plans, calculation of moment-resisting-frame system structures for the terminal five building, supplied by structural steel fabricator, and coordination between the structural steel fabricator, engineer and the steel erection contractor.

In addition, DCE provided construction management and supervision for the project. This included on-site resident staff engineers of civil. structural, electrical and mechanical engineers, as well as, architects to complete inspection, material testing, documentation and reporting using on-site computers and preparing week ly and monthly reports for the City of Chicago Department of Aviation. DCE was also responsible for scheduling, cost control, quality control and preparation of punch-out inspection documents for submission to the City of Chicago Department of Aviation.
