DETAILED NARRATIVE DESCRIPTION OF PROJECT & SERVICES PROVIDED:

Illinois Public Act Clean Construction or Demolition Debris (CCDD) is uncontaminated broken concrete without protruding matal bars, bricks, rocks, stone or reclaimed asphalt pavement generated from construction or demolition activities. Illinois EPA Public Act 96-1416, effective July 30,2010. Under the act, soil samples are collected from the construction project site shall be tested for various contamination parameters.
Design Consulting Engineers (DCE) has been providing soil sampling, analytical testing, analysis recommendation and EPA certification of CCDD material. The samples are tested and analyzed for Volatile Organic Compounds (VOCs), Semi Volatile Organic Compounds (SVOCs), polychlorinated biphenyls (PCBs), pesticides, herbicides, cyanide and total metals.
DCE review and analysis the soil analytical test results with respect to meet the Illinois EPA’s Summary o Maximum Allowable Concentrations of Chemical Constitutions in Uncontaminted Soil used as Fill Material Art Regulated Fill Operations (35 III. Adm. Code 100. Supart F).
DCE provide final report and recommendation along with Illinois Environmental Protection Agency Uncontaminated Soil Certification in IEPA form LPC-663.

DETAILED NARRATIVE DESCRIPTION OF PROJECT & SERVICES PROVIDED:

DCE has been selected by URS Corporation to provide Preliminary Environmental Site Assessment (PESA) services for the Metra UP West and Northwest Line Upgrade Projects. These projects include the PESA reports for the proposed construction of a 3.5mile 3rd track addition, one interlocking reconstruction, eighteen platform expansions, two layover yards, one layover yard expansion, and three stations. DCE performed these PESA reports in an effort to identify the existing conditions of the sites, adverse health effects of human exposure to environmental hazard, and potential environmental concern associated with the subject sites. DCE performed these PESA reports in accordance with the Manual for Conducting Preliminary Environmental Site Assessments for Illinois Department of Transportation (IDOT) Highway Projects, FTA guidelines, and ASTM E 1527.
